ASLS STC Guide
STC Guide for Australian Solar Vendors
Small-scale Technology Certificates are Australian Government renewable-energy incentives that may be created for eligible small-scale systems. Solar vendors need to confirm system eligibility, obtain complete declarations and evidence, and follow current creation and assignment requirements. ASLS STC Trading is coming soon and is not currently available; ASLS does not determine regulatory eligibility.

What Determines STC Eligibility?
Eligibility depends on the current Small-scale Renewable Energy Scheme rules, including the system type and capacity, location, installation date, equipment and installer requirements. The number of certificates can also change with the applicable deeming period and other scheme factors.
Creating or Assigning Certificates
An eligible owner can create and trade certificates or assign the right to create them to a registered agent. Assignment terms should be understood before documents are signed, and a sales contract should be checked to avoid duplicate creation or conflicting rights.
Evidence and Timing
- Confirm the system and installation are eligible before creating certificates
- Complete all required owner, installer, designer and retailer statements
- Retain invoices, system information and evidence required by the current rules
- Create certificates within the applicable regulatory timeframe
- Check information carefully before submitting a claim
How the Planned ASLS Service May Fit into the Process
ASLS plans to introduce an STC trading workflow for participating solar vendors. The ASLS service is coming soon and is not currently available. The Clean Energy Regulator administers the scheme, and eligibility remains subject to current law, scheme rules, evidence and regulatory review.
